Driving Laws

Like in the rest of the state, driving laws in Virginia Beach are tightly enforced, so it’s important to know what they are. Here are a few that you might not be aware of:
  • Young drivers:, If you’re under 18 you’re not allowed to drive between the hours of midnight and 4:00 a.m. However, if you hold a driver’s license, not a learner’s permit, there are a few exceptions including emergencies and when accompanied by a parent.

  • Reckless driving: In Virginia, unlike many other states, speeding is a form of reckless driving and is considered a criminal misdemeanor, so may end up on your criminal record forever. This is taken particularly seriously in Virginia Beach so you should avoid speeding at all times.

Unspoken Road Rules

Every city has a few unspoken rules of the road that only locals know - and here are a few of the main ones:
  • Rain: While the Resort City doesn’t get the full impact of most storms and hurricanes there’s still a lot of rain during the summer. One thing that locals do when it rains is slow down, generally to about 10 miles per hour below the speed limit.
  • Snow: As snow is such a rare occurrence in the area most people don’t know how to drive in it so watch out for accidents and cars spinning out at the slightest bit of snow. Hopefully, you’ll be driving comfortably with your M+S marked all-season tires, which are designed for driving in small amounts of snow.
  • Three-point turns: Watch out for people doing three-point turns downtown. They’re either lost tourists or locals who’ve changed their minds about their destination.
  • High-speed highway: The I-264 is known for people driving extremely fast so be on alert while driving on this highway.

Window tint laws

Tinted windows are particularly popular in Resort City, but it’s important to stick to the rules when applying tint:
  • Front windshield: Above the AS-1 line any darkness of tint can be used.
  • Front side windows: The full windows can be tinted but must let in at least 50% of the light.
  • Rear windows: The full windows can be tinted with a film of at least 35% VTL.

Roads and highways

Virginia Beach and the whole Hampton Roads area are served by several major highways, including Interstate 64, Interstate 264, US Route 58, US Route 13, and US Route 60. These highways provide access to Virginia Beach from all over the state as well as from neighboring states.
  • I-64 called the Hampton Roads Beltway in the area, goes north-south for a short distance through the west of the city, connecting it with Richmond, Norfolk, and Chesapeake, where it ends. In the other direction, it heads west to West Virginia and Kentucky.
  • I-264 is a short interstate in the Hampton Roads area, that runs east-west through the city, providing access to Chesapeake, Portsmouth, and Norfolk. This highway goes all the way to the Oceanfront District, ending near Pacific Avenue
  • US-13 runs north-south through the city, providing access to Newport News via the Chesapeake Bay Bridge-Tunnel. To the south of the city, it passes by Suffolk before heading off into North Carolina. To the north, it crosses over into Maryland before heading north into Delaware.
  • US-58 runs east-west through Virginia Beach ending its run west at Oceanfront. This highway connects the city with Norfolk and Suffolk and heads west, ending its run just over the state line in Tenessee.
  • US-60 runs north along Resort Beach, where this highway starts. It then heads west parallel to the I-64 passing Richmond and Lexington, before heading west, where it carries on all the way to Arizona.

Tolls in the Hampton Roads area

The Hampton Roads area around Virginia Beach is home to a number of toll roads, bridges, and tunnels. The most well-known of these is the Chesapeake Bay Bridge-Tunnel, which spans 20 miles and connects Virginia Beach to Cape Charles on the Eastern Shore. Other toll facilities in the area include:
